Install pip and urllib3 on python 2.7 / 2.9 offline (linux or windows)

 Download pip 20.3.4 (latest for 2.x) https://pypi.org/simple/pip/ 

Decompress the file and then run

python setup.py install

Download certifi, preferring the whl version that doesn't give a lot of problems

You can choose the latest (as long as it works)

and then run the following command (the filename depends on what you downloaded):

pip install certifi-2021.10.8-py2.py3-none-any.whl

https://pypi.org/simple/certifi/

To solve the problem about ssl download the latest version of python 2.9 (still showing the 2.7 version for windows)
